ANΩ Chapter 6 - The Adamas Nu Omega, Constitution and by-Laws

The Adamas Nu Omega fraternity sorority constitution is a copy furnish from the Alpha Phi Omega fraternity and was doctored by Malic Tagoranao and he make a changes necessary as a document that sets forth the fundamental Governing laws or principles under which the council is organized and operates. And the By-laws are rules adopted by the fraternity for its own meetings or affairs. The purpose of the organization is to destabilize the Marcos regime but it changes to an objective to encourage youth/students to involve themselves in socio-economic and academic activities, not for subversion. And to enlighten students minds that sacrifices which is the best source of success. Teaching each member the value of the following objectives, and install in each member the following values of SIX PRINCIPLES of ANΩ to the mind of each members that this is not terrorism but the development starts from oneself towards to other’s and provide each members the necessary orientation of self-discipline needed for self and group involvement, training, services as the Article 1.
The organization herein referred as the Adamas Nu Omega is not for terrorism but shall conduct their activities outside and inside school campus when there exists and affiliated organization. And conduct its TERRITORIAL operation, which shall be always symbolized the LIGHT BLUE colour representing PURITY of the ideals and a DIAMOND signifying our solidarity, which is UNBREAKABLE and burning love to one another as the organizations domicile on article two.
The declaration of principles and objective of the Adamas Nu Omega is guided by sections as the article three, i.e;
Section – 1   : Immediately after approval of the constitution and by-laws, the organization shall be deemed to be in full force and effect.
Section – 2   : The officers and members shall not undertake to recruits members belong to suspected organization; especially organizations belong to terrorist groups.
 Section – 3  : The organizer who shall be the officer until such time that their successor shall have been elected.
Section – 4   : Upon approval of the constitution, the organization may proceed to recruits members. Membership must be voluntary and without any undue influence, threat and force on the part of the recruiting members.
Section – 5   : The organization be guided by the guidelines promulgated by the higher authority, function and provision.
Section – 6   : Application fee not less than one hundred  pesos for each applicant.
Section – 7   : Before initiation rites, each pledge will spend fulfilling a certain mission given by the master initiator supervision and guidance of the grand council.
Section – 8   : The Grand Archon must inform their members of the latest rolling and development of the organizations guidelines.
Section – 9   : The organization shall not entertain and keep in membership those found to be inimical to the honour and integrity of the organization and of the society.
Section – 10 : The organization must enforce discipline among members and outsiders.
Section – 11 : The organization must aim to promote the ideals of justice and peace.
Section – 12 : Any member of the fraternity violating the rules and regulations promulgated by the organization shall deal with accordingly subject to the provision of Article 9 and Article 5.
The members may not contradict or negate any part of the constitution unless approve by voting, and this will be ratified by the student body with the executive committee to complete power to manage the Adamas Nu Omega fraternity and sorority all the necessary functions. Every member shall have the rights to participate all the activities of the organization but not in terror.
And may propose any program of activities to the council during its meeting. While A member must always be punctual at all regular and especial meetings of the Adamas Nu Omega Fraternity and Sorority hideouts.
It shall be the duty of every member to uphold and maintain the principles and objectives for which the Adamas Nu Omega stands for. The Adamas Nu Omega Fraternity and Sorority must strive to help the member and non-members in their social and intellectual development. The organization shall not undertake subversive activities against the aims and goals of a democratic form of government in any country. And the members shall have the duty to abide by the rules and regulations promulgated by the organization, schools and competent authorities.
The ANΩfraternity must abhor the use of violence, mental and physical torture and other related acts of lasciviousness in the internet and recruitment's of members subject to the provision of the Article 3, Section 2 and subject for the Article of impeachment. Every member shall maintain peace and order situation for harmonious relation among members as of article four.
The Adamas Nu Omega must abhor dis-chargeable offence among members when an offence being presented, the Grand Archon shall inform  its representative that the NGC shall take proper order on the subject of discharge and shall be ready to receive the prosecutor on such time and date as the NGC may specify.
The Adamas Nu Omega fraternity shall have a council to be known as Grand Council. This will serve as the legislative body of the organization. The Council shall be composed of the following:

No members on these articles to be appointed or elected unless she/he is a full pledge member of the organization for at least 6 months.  A full time student of any university where the Adamas Nu Omega Fraternity and Sorority exist and a good moral character. He/she has not been a member of any organization. And No member shall be appointed or elected in the National Grand Council NGC, unless she/he a full member of the organization for at least one year. Full time alumni in any chapter where the organization exist.
The Grand Archon shall hold office for a term of one whole year. If appointed, he shall hold office for the time fixed in the appointment document. And The NGC shall hold office for a term of four years. Elected officers shall hold office for life sentence. Membership shall be opened for all Filipino citizens, with good moral character. His joining must be voluntary and without any mental reservation.
In article four, the national council of the Adamas Nu Omega fraternity and sorority shall meet at least once for every six (6) months to discuss matters of importance to the organization. Every Councils meeting shall be presided by the Grand Archon and in case of his absence the Vice Grand Archon shall presides the meeting.
The National Grand Council shall meet at least twice in every five (5) months to discuss important matters and to monitor its chapters. And in section four, the National Council’s meeting shall be presided by the Grand Archon and No resolution shall be considered approved unless voted by two third’s (2/3) of the members who are present in the meeting. The National Council shall act as a judiciary department of the organization and should provide the mechanics of the internal rules and regulations to govern the relation and conduct of the members.
The National Council shall be the custodian of all records and the approval to disregard erring members. And The Grand Council can promulgate rules to suspend and/or expel erring members, based to Article 9, Section 1 provided for.
In article eight of the Adamas Nu Omega fraternity The organization shall be under the direct leadership of the officer mentioned in Article VI, Section 1 of National Council while The Grand Archon shall be the presiding officer in all the affairs of the local council and shall present the same organization in all its activities. The Grand Archon has the power to delegate his duties to any qualified member or officer and may revoke the same at his will. It shall be the duty of the Grand Archon to take the detailed reports to the organization as its project and/or program at a meeting which may be called at any time for that purpose.
The Vice Grand Archon shall assist the work of the Grand Archon while Knight Herald shall be responsible in the dissemination of information concerning all activities, plans, programs, and project of the Adamas Nu Omega Fraternity. He shall also perform such other related functions as may be necessary and proper.
The Knight Screener shall be responsible for the order and screening of all members and new applicant of the Adamas Nu Omega Fraternity and Guardian of Traders shall oversee, supervise, direct and control all purchases of materials, equipment, and other necessary supplies and facilities of the organization. And he shall perform such other duties and function as may assign to him from time to time by the Grand Archon.
Master Initiator shall be responsible for the order to handle programs of the initiation of the pledges of the organization. And a Knight Disciplinarian shall be responsible for the order and discipline of all the members of the organization. And he shall coordinate with the Grand Jury in making such decision. The Grand Jury shall be responsible to any decision regarding the discipline of erring members. It shall be composed by Knight Disciplinarians.
 
Supreme Council shall be responsible in making such resolution, order and approval. It shall compose of the Grand Archons in local council of the Adamas Nu Omega Fraternity and Sorority.

Moreover, The National Grand Council creates a board known as National Grand Council's Jury to be composing of different chapters. The council shall responsible in the making such decision and approval to discipline erring members while  the National Grand Council Jury is designed to improve the position as an instrumentality of justice and the rule of law.

The purpose of the National Grand Council Jury, in general are:
a). Assist in the organization of justice;
b). Foster and maintain on the part of its member high ideals of integrity, service and conduct;
c). Safeguard the professional interest of its member;
d). Cultivate among its members spirit of cordiality and brotherhood;
e).To encourages and fosters legal education.

The Integration of the National Grand Council Jury will, among other things makes it possible for the legal profession to:
a). Render more effective assistance in maintaining rules of the Adamas Nu Omega Fraternity and Sorority.
b). Protect members against abuses of undisciplined members of the organization.
c). Discharge, fully and properly, its responsibility in discipline and or removal of incompetent and unworthy members of the organization.

That the National Grand Council Jury shall meet only once an action is to be taken for or against incompetent member of the organization. And the council, as herein referred to, shall decide matter expeditionally and impartial within three (3) weeks period after the case has been brought to it for action.

Before any case is brought-up to the National Grand Council Jury, the Knight Disciplinarian of the Grand Council shall provide adequate evidence with the approval of the Grand Archon from the Grand Council.

The organization shall generate and maintain pervasive and meaningful county-wide involvement of the Adamas Nu Omega Fraternity and Sorority’s population in the solution of the multifarious problem that afflict the whole organization and The National Grand Council’s jury shall have inherent power to supervise and regulate the practice of law.

Commentary
The membership that you may want can be a student’s of distinguish schools and universities and not outsider's and trouble maker's. And if you designate types of membership, use inclusive words and not lies. Remember that a "student’ is not necessarily a junior. Some students take years to finish their works.
The future of the ANΩfraternity lies with the students-those in the schools and university and not from the alumni, and takes on a great responsibility when you recruit students, but doing it responsibly is a contribution of great value to the future of ANΩ. Some organization/fraternity has bylaws that state that every student is eligible to join any organization without hazing and initiation according to the government implementing laws.
Don’t include any amount of dues in the ANΩbylaws. Simply state where the authority for setting the amount of dues lies, and provide a process for petitioning for changing national councils decisions.
You may want to consider letting each membership run for one to two-years from the time of joining?  Advantage: This provides a cash flow of dues money throughout the year. Disadvantage: It is very time consuming and difficult to send reminders. You don't have the money ask the four founders of the ANΩfraternity they might help to secure for funding. 
Failure to provide due process to someone being considered for disciplinary action could even bring the fraternity into court if the individual feels that he/she was denied the right to state his/her case and know the charges placed. Consider a simple warning for a new member still unfamiliar with caving procedures.
No street collection or ‘kotong’ among members and outsiders however, member donations should be voluntary and the bylaws and constitutions should not be written as to discourage getting new blood into the organization. 
Another decision to make now, as you/we write constitution and bylaws is whether you want to elect your entire councils member for two to four-year terms. Perhaps continuity will be better served if they are elected for two- or four-year terms. Perhaps this decision should be put off for five or six years and then if the ANΩfraternity has achieved some stability and perhaps some size, a switch can be made to longer terms, with initial assignment by lot.
Obviously a major choice lies before a group drawing up a new constitution and bylaws: what kind of organization will you have and for what terms will each serve? Also, what about term limits? That is also a good way to avoid having the same people at the top forever, but founders should be. Perhaps a mixture is what you want in our/your ANΩfraternity: limited the Grand Archon and vice-Grand Archon to successive terms of two full four-year terms, but allowing others to continue without any limit of number of successive terms.
You are not going to be bound forever by the provisions you put into your initial constitution and bylaws. But constant amending will lead to apathy among the members.
As a rule, National Grand councils meetings are open to any and all. This might not be true of a special meeting to consider the case of someone being considered for expulsion. But being generally open is a good way of discovering potential future members talent.
